Develop knights before bishops

The natural development order

The idea

Knights have only two natural developing squares each (Nc3/Nf3 for White's knights, Nc6/Nf6 for Black's). Bishops have many possible squares — but the right square depends on where the pawns end up. So develop knights first; they tell you nothing new, but committing them costs nothing. Wait on bishops until the pawn structure is clearer.
